It is proposed consequent on visit to Hong Kong last February by Mr. Leslie Shanghai Committee that Shanghai shall take over distribution (of) Cheng Pao at present carried on by Hong Kong. See Phillips letter March 1st

to Wilson,

Hong Kong have up to now received direct from England 75,000 copies but in future wish to receive no more direct from London and to substitute 25,000 fortnightly from Shanghai accompanied by equal number of Shanghai memorandum sheet. Extra expense entailed on Shanghai

which covers printing freight etc. will be 1250 dollars

a month. As this is outside normal expenditure and Committee's grant is already insufficient sanction of above increase to be styled "Hong Kong account" seems only

reasonable and I suggest it begins.

If above is approved I request instructions be issued forthwith to increase present supply of copies to Shanghai from 150,000 a fortnight to 190,000 and to dis- continue despatch of any to Hong Kong. 25,000 of the extra 40,000 will go to Hong Kong 10,000 will go to Vladivostock without news sheet but with special Russian captions (see my telegram No. 381 to which I still await reply) some will go to Harbin and residue can serve as margin against emergencies.

Over and above this Shanghai Committee apply for increase from 7,000 dollars to 7500 of present monthly grant to meet increasing demands upon them. Results of
